Reporting Requirements: 11.1 Semi-Annual Reporting
Semi-Annual Progress Reports (submitted via the Grants Management System or GMS) will be used to assess program progress, timeliness and to justify needs. It is important because it provides CDFA with information that is required to be provided to the U.S. Department of Housing and Urban Development (HUD). Therefore, reports must be submitted on time and accurately.These Semi-Annual Progress Reports gather important information that is not extracted from the GMS system in any other way. Some of this information includes Section 3 beneficiaries, MBE/WBE contracting, and lead based paint activities. Providing timely and accurate information helps CDFA produce better reporting to HUD that justifies the effectiveness of the CDBG Program.
The timeline for submission is as follows:

All grantees should submit a report regardless of the month in which their project is implemented or the grant contract initiated, unless otherwise noted in the grant contract. This should be completed and submitted via GMS. The semi-annual covers nearly all required reports that must be submitted on a regular basis by CDBG grantees. The other regularly required reporting is covered in the next section.
